Presidential Adviser launches ICO-based project for disease diagnosis system development

“Third Opinion”, the project for development of a digitalized neural network intended for disease diagnosis initiated by the Presidential Adviser on Internet Development German Klimenko will soon enter ICO stage. $ 100 000 000 investments are anticipated.

The project road map will be presented in March, 2018, This will be followed by pre-ICO and road show to be held in different countries with the purpose of attracting potential investors.

The project deals with increasing the accuracy of medical diagnosis by means of facilitating image classification and recognition within large medical database. The neural network’s unified classifier is capable of recognizing pathological blood cells of many different types, as the related database includes more than 20 000 blood scans. Similar calculations may be applied to bladder and eye fundus ultrasonography.

According to Anna Mesheryakova, the campaign’s director, the ICO launching will cost $300 000. TOTs, the project’s tokens, will be purchasable for bitcoins and ethers. The intensive negotiations with Sberbank and other major investors are under way.

There are more than 50 digital medicine-related ICO startups currently in progress around the world with average hard cap ranging from $20 000 000 to $40 000 000.
