Russian Academy of Sciences proposed to create a blockchain-based urban governance system in Novosibirsk

Representatives of the Russian Academy of Sciences (RAS) approached Novosibirsk city administration with a proposal to apply blockchain technologies to the urban governance and management system in order to enhance the quality of life and increase civic confidence in the city administration.

According to the statement made by the Deputy Director of Research at the Institute of Computational Mathematics and Mathematical Geophysics of the Siberian Branch of the Russian Academy of Sciences (ICMMG SB RAS) Mikhail Marchenko, the new structure will look into the possibility of application of blockchain technologies to public services system. A dedicated commission will comprise the municipal officials, as well as the representatives of RAN, IT-companies and public organizations.

“Novosibirsk may become a pioneer in the implementation of blockchain technologies to address some of the pressing issues,” – the researcher believes.

The initiative for starting a blockchain project in the field of municipal management came from the city hall, as reported by the participants to the project. Marchenko believes that blockchain platform would become an effective tool for tackling many of those pressing issues related to education, medicines and food supply regularly faced by the city dwellers.

“If we introduce this system to food control, people will be able to make sure the food they eat is healthy. Should we apply blockchain to housing and utilities, this sphere will become more transparent. People will see how their money is being spent. This will improve the quality of life and strengthen the authorities’ credibility,” – he supposes.

If applied to education, the new system could contribute to solving the problem of kindergarten and school enrollment queue lists.

“Blockchain technology ensures these lists cannot be altered or counterfeited,” – Marchenko said.

The main problem to the project implementation lies in the fact that there is no city-scale blockchain platform yet. It is to be developed on a case-by-case basis, because a number of solutions regarding the speed of transactions, blockchain system’s safety and reliability still need to be found, they pointed out in RAS.

As noted by Marchenko, the Institute’s competence and capacity will be enough for creating a basis for an operable city blockchain system.
